The Upper Colorado River Commission (UCRC) seeks a Deputy Director and Chief Engineer for its Salt Lake City, UT office. The UCRC is an interstate water administrative agency established by action of five state legislatures and Congress with the enactment of the 1948 Upper Colorado River Basin Compact. The Commission’s role is to administer water from the Colorado River to the Upper Division States of Wyoming, Colorado, Utah, and New Mexico and to ensure water is released in accordance with the 1922 Colorado River Compact to the Lower Division States of Nevada, Arizona, and California and to the Republic of Mexico. The Commission is comprised of one representative appointed by the Governor of each Upper Division State and one member appointed by the President to represent the United States.
Description of Job Duties:
Under the supervision of the Executive Director, this position is responsible for providing technical review, input, and analysis regarding Colorado River System operations, policy development, and all matters pertinent to the authorities, function, and mission of the UCRC. This position shall supervise administrative staff, staff engineers, student interns, and other personnel as required by the Executive Director. This position will assist in budget preparation and management, will be responsible for the operation of the Commission pension fund (401K Plan), and will serve as the Assistant Treasurer for the Commission. This position will also be responsible for the management of the Commission’s water resources data, the preparation of the annual report, consumptive use accounting, and the administration of contracts. At the direction of the Executive Director, this position will represent the Commission in meetings and will routinely interact with senior management from Reclamation, the Upper and Lower Division States, stakeholders, and others.
Examples of Work Expected and Performed:
- Preparation of written reports and correspondence pertaining to the technical responsibilities of the Commission
- Preparation and delivery of oral presentations within a variety of public settings and meetings
- Review and written analysis of complex technical and policy reports
- Review and approval of Commission checks and disbursements
- Administration and monitoring of pension activities
- Preparation and oversight of the annual report of Commission activities and Colorado River System status per the Commission by-laws
- Maintenance and organization of Commission library
Minimum Qualifications:
- Graduation from a fully accredited university with a bachelor’s degree in engineering, hydrology, or a related discipline
- Five (5) years of experience as a practicing engineer, hydrologist, or in a related discipline including water policy implementation with at least two (2) years in a supervisory position
- Ability to communicate effectively orally and in writing
- Ability to analyze complex water resources issues and communicate effectively about them
- Ability to respect and get along with all people
- Ability to organize, track, and manage work with minimal supervision
- Ability to apply principles of engineering to solve problems
Desirable Qualifications:
- Graduation from a fully accredited university with a master’s degree in engineering, hydrology, or a related discipline with an emphasis on water and water resources management and policy
- Ten years of experience as a practicing engineer, hydrologist, or in a related discipline including water policy implementation with at least five years in a supervisory position
- Registration as a professional engineer
- Experience working on Colorado River Basin issues
